Lead is ranked second in a list of national priority pollutants because of its widespread distribution throughout the nation\, environmental persistence\, and its potent toxicity especially to the children under the age of six. Ex situ clean up measures\, which were practiced extensively over the last few decades\, were mostly expensive and ecologically disruptive.
